Pre-dating the founding of Massina City, the City of the Moon was the main conclave of the Fenrir people.[1]
It was ruled by an Alpha.
The Fenrir raided nearby settlements, causing death and destruction.
"The Darulk army, augmented by Sadaari warriors, conquered and brutally subjugated the Fenrir, and the City of the Moon was razed to the ground. There were few survivors, and these mostly fled to Massina City, where they now lived in permanent exile. A people without a home." Maestro Part 3: Waxing Moon[2]
The City remains uninhabited, save for a priest who tries to maintain the old ways.
The City of the Moon is still connected to the capital via an east-west road running out of the Villebrew Mountains and through the forests of the Vitra.
