Tributus was an Emperor fairly early in Massina history. He was the one responsible for sanctioning and then dismantling the House of the World, which splintered into the four elemental Houses: Fire, Air, Mountain and Water.[1]
Tributus demonstrated a ruthless political acumen. He felt the popularity of the House of the World was a threat to his rule. In his estimation any unification of Houses would work against the power of the Emperor. Many Emperors followed in his stead, sowing seeds of dissension among the Houses and Guilds to maintain their grip on authority over Massina.
